ALI applications are operated on infrastructure owned by the owner of their data. Technically they could as well be operated in a cloud. The ALI way includes the notion though, that data sovereignty should remain with the data owner.
One aspect of the ALI system is the simplification and automation of operating procedures. This reduces operating costs, as if the application would be hosted by a huge data centre (a.k.a. "cloud") operator. Operating an ALI application does not require to give up data sovereignty, in order to achieve a reduction of operating costs. Last but not least, data sovereignty for ALI applications includes, that all of its data can be migrated to an open format immediately, at any time and without costs.
